Is it compulsory to submit a workplace skills plan?

Although it is not compulsory by law for businesses to submit a Workplace Skills Plan (WSP) and Pivotal Report, there are certain adverse consequences should a business fail to do so. Zero points will be earned for the Skills Development element on the B-BBEE scorecard.

Why is it important for workplace facilitators to understand workplace skills plans?

Why is a WSP important? A Workplace Skills Plan outlines how an organisation/ employer is going to address the training and development needs within the workplace. It assists employers in identifying and providing relevant training that will address the skills gaps within the organisation.

Why is workplace skills plan important?

The Workplace Skills Plan (WSP) provides important sector information to a SETA. An equally important purpose of the Workplace Skills Plan is that it also provides important sector information to the SETA concerned on employee profiles, skills needs and skills development interventions.

What is an ATR and when must it be submitted?

An Annual Training Report (ATR) is a follow-up on the WSP that was submitted by a company to the SETA because it summarised the training interventions that were delivered in the previous year. The information is processed into a format that is prescribed by each SETA and the ATR is submitted electronically.

Who must submit WSP and ATR? All companies who pay more than R500,000 per year in salaries must be registered to pay Skills Development Levies (SDL), and all of them can submit WSPs and ATRs. If they do and fulfil all the requirements, they will get 20% of the SDL that they paid through a grant from the relevant Seta.
